Funding Assistance

Since its formation in March, 1990, Carter & Sloope, Inc. (C&S) has gained valuable experience in funding assistance. Most of the cities, counties, and utility authorities served by C&S, utilize funding assistance in obtaining loan/grant funds for construction of their water, sewer, street, and storm drainage improvement projects. Without this assistance, many of these projects could not be accomplished.

In providing funding assistance, C&S may work with other private consultants or the local Regional Development Commission in project development and analysis. C&S usually provides engineering expertise in the preparation of engineering reports and cost estimates, planning documents, environmental reports and rate studies.

Tom H. Sloope, P.E., serves as the firm’s Funding Coordinator for most projects. He typically serves as the primary contact between the client, funding agency, and C&S. He also assists with completion of any Special Conditions placed on the project by the utilized funding agency.
